ARLINGTON, Texas (AP) — Dak Prescott is the quarterback of the near future for the Dallas Cowboys. Owner and general manager Jerry Jones will have to decide soon whether he feels the same about coach Mike McCarthy. Cooper Rush is making a good case to stay as Prescott’s backup. If Rush can help pull an upset in either of the final two games at Philadelphia on Sunday or home against Washington, he’ll have a winning record in three different seasons filling in for Dallas’ injured star QB. It was 1-0 in 2021 when Prescott had a calf strain, 4-1 a year later after Prescott broke a thumb in a season-opening loss and now 4-3 following a season-ending hamstring tear for the three-time Pro Bowler. Rush, who is a free agent after the season, helped keep a playoff season on track in 2022. He couldn’t do that again this season, losing the first two starts to cap a five-game losing streak that was too much for Dallas to overcome in pursuit of a fourth consecutive postseason trip for the defending NFC East champions. The Cowboys (7-8) were eliminated a few hours before kickoff against Tampa Bay on Sunday night. They won anyway, the 26-24 victory costing the Buccaneers control of their playoff fate. RELATED COVERAGE Texans WR Tank Dell out for season after dislocating knee, tearing ACL Former NFL great Michael Vick introduced as Norfolk State’s football coach Netflix is airing 2 NFL games on Christmas Day. Here’s what to know Rush had a career high for passing yards in a half with 226 before the break, and the defense made the big plays late when the offense couldn’t run out the clock. A week earlier, Rush threw a career-best three touchdown passes in a 30-14 victory over Carolina. “I think you’ve just seen a man take full advantage of his opportunities,” McCarthy said. “And what I love about Cooper is, you look at his performance, it’s improved every week because he’s always prepared properly. He’s an ace in the quarterback room, as far as getting ready each and every week even when he wasn’t the starter.” Last year, Dallas traded for Trey Lance, the No. 3 overall pick by San Francisco in 2021, to play behind Prescott and Rush and give the Cowboys another consideration for the future. There’s been plenty of talk about the Cowboys seeing what they have in a young QB who flamed out quickly with the 49ers. Lance’s contract is up after the season as well. Dallas has been steadfast in believing Rush was the best option to win now, and made winning a priority even as the playoff hopes faded. Now, it appears whatever future Lance has will be elsewhere. Like any QB, Rush would love a chance to start full time. He’s also 31 and knows a good situation when he sees one, even if the Cowboys did at one point give up on him by going with Andy Dalton as the backup in 2020. Rush returned later in that pandemic-altered season, and is about to finish an uninterrupted four-season run behind Prescott. “This is ball,” Rush said. “This is what you do. You get paid to do it. I don’t think people need much more motivation.” What’s working WR CeeDee Lamb simply won’t let an injured right shoulder sideline him this season. He has at least 100 yards receiving in the first half of the past two games and has surpassed 100 catches for the third time in his five seasons. Only two other receivers have done the latter. What needs help The Dallas run game was finally stuffed after a lengthy stretch of helping control games. McCarthy half-expected it against the usually stout rushing defense of the Bucs. The Cowboys had 31 yards rushing, their fewest in a win in almost four decades. Stock up K Brandon Aubrey had two 58-yard field goals and another from 53 against Tampa. He and Houston’s Ka’imi Fairbairn are in an intriguing duel for an NFL record. Aubrey has 14 field goals of at least 50 yards to 13 for Fairbairn this season. Whichever kicker finishes with more will have the record, unless they end up sharing it. Stock down Rookie LT Tyler Guyton might be better off watching the final two games as long as veteran Chuma Edoga stays healthy. They rotated early, but Guyton ended up getting just seven snaps. Guyton has been battling a variety of injuries this season. Injuries LB Eric Kendricks couldn’t go because of a calf injury, opening the door for Nick Vigil to play a season-high 69 snaps and lead the Cowboys with 10 tackles. It had been six weeks since Vigil played any defensive snaps. Key number 10 — Star edge rusher Micah Parsons needs half a sack to reach double digits in each of his first four seasons. He would be the fifth player to do it. The other four are in the Pro Football Hall of Fame. Next steps Rush is 9-2 as a starter against teams other than Philadelphia. He’s 0-2 against the Eagles, including a 34-6 loss in his first start after Prescott’s injury this season. ___ AP NFL: https://apnews.com/hub/nflNone

May and the Wolverines enter the poll at No. 14 and strive to continue their strong start when they face Arkansas in the Jimmy V Classic on Tuesday night in New York. Michigan (8-1) has reeled off seven straight wins to crack the rankings for the first time in nearly 25 months. "All this stuff doesn't matter to me," May said of the rankings. "It does change the complexion of what we think about and things like that. Overall, I like where we are. We have guys who work well together and they put in the time." The Wolverines look to remain hot against the Razorbacks (7-2). John Calipari's first Arkansas squad has won its past two games. Calipari spent the previous 15 seasons as coach of Kentucky and claims he's excited to be in Arkansas. "I'm not bitter about anything. I'm not," Calipari said. "This is the first page of the first chapter of a new book. The timing for me and my career and my life, this is perfect. And I appreciate the fans and everybody giving me the opportunity to do that." The Razorbacks will be searching for their initial milestone victory under Calipari during their first visit to Madison Square Garden since 1997. Their losses this season are to then-No. 8 Baylor and Illinois on neutral courts. Calipari grabbed several players out of the transfer portal in the offseason, including guard Johnell Davis, one of the stars of the Florida Atlantic team that reached the 2023 Final Four. That squad was coached by May. One of the other Florida Atlantic starters was center Vladislav Goldin, who followed May to Michigan after the coach was hired in the offseason. Goldin has strung together three straight solid games, including a season-best 24 points in a 67-64 road win over then-No. 11 Wisconsin on Dec. 3. He followed that up with 20 points and a season-high 11 rebounds in Saturday's 85-83 home win over Iowa. "He's just been a guy that you can see when he's really locked in and focused there's a different level of play," said May, "and I think now he's finding that level of play." Goldin is part of a balanced attack. Roddy Gayle Jr. averages a team-best 12.2 points per game, followed by Tre Donaldson and Danny Wolf at 12.1 and Goldin at 12.0. Wolf averages a team-best 10 rebounds per game. Arkansas is coming off a 75-60 home victory over UTSA on Saturday. Adou Thiero excelled by matching his career high of 26 points to go with 10 rebounds. Thiero scored 17 points in the second half when the Razorbacks overcame a five-point halftime deficit to outscore the Roadrunners by 20. "We've been seeing that the whole summer," Arkansas forward Trevon Brazile said of Thiero's strong play. "Him dominating. Dominating in practice and (Calipari) pushing him. This is just a reflection of the work he's done this summer and him trusting the coaches." Thiero leads the Razorbacks with averages of 18.6 points and 6.1 rebounds. Boogie Fland is averaging 15 points and Zvonimir Ivisic is scoring 12 per game. Davis (9.3) started slow with just two double-digit outings in the first seven games before averaging 12.5 over the last two games. Michigan holds a 4-3 edge in the all-time series. The Wolverines recorded an 80-67 home victory on Dec. 8, 2012 in the most recent meeting. --Field Level MediaMarta's magic helped get the Pride to Saturday's NWSL title game against the Washington Spirit
The 4th Arab Nurses and Midwives Conference, held from December 6-8 at the Qatar National Convention Centre, was attended by more than 1,000 healthcare professionals from 22 Arab nations. Held under the theme of Arab Nurses and Midwives: Shaping the Future through the Economic Power of Healthcare, the conference showcased the vital role of nurses and midwives in driving economic and social development within healthcare systems. The conference, hosted in collaboration with key partners – the Ministry of Public Health, the Primary Health Care Corporation, Qatar University, Sidra Medicine, Aspetar, and the Qatar Armed Forces Military Medical Services, was a testament to the unified efforts in advancing the profession regionally and globally. The conference featured 53 speakers and over 150 submitted abstracts, offering a programme built around four pillars: leadership, education, research, and clinical practice. Participants engaged in discussions, workshops and presentations aimed at exploring the economic influence of nursing and midwifery while driving sustainable change. The event opened with a keynote speech by Mariam al-Mutawa, the acting chief nursing officer at Hamad Medical Corporation (HMC). “This conference is not just an event; it is a movement that empowers Arab nurses and midwives to lead healthcare transformation,” she said. “Nurses and midwives are the backbone of healthcare delivery, playing a critical role in ensuring the success of national health strategies and driving innovation in patient care.” “Through collaboration and innovation, we are demonstrating how our profession serves as a cornerstone for economic and social development, both in Qatar and across the Arab region,” the healthcare official emphasised. Muna al-Hetmi, the director of Nursing Education at the HMC and lead of the conference organising committee, noted: “The 4th Arab Nurses and Midwives Conference illustrates the power of collaboration in advancing innovation and progress.” “By bringing together nurses, midwives, and healthcare leaders from across the Arab world, we are equipping our workforce with the knowledge and strategies needed to address emerging challenges,” she said. “Education and teamwork remain central to our commitment to empower nurses and midwives to lead transformative change in healthcare delivery.” Related Story Hour and Hour hosts 'From Morocco to Qatar' eventLudhiana: Cyber police in the city face two major challenges in their quest to track cyber cons, who have become increasingly active over the past few years. According to an official in the cyber police station, these hurdles include tracing mobile sim cards and bank accounts made on fake documents. The alibis can be very different but most play on fear, such as the threat of someone’s son/daughter in a foreign country being deported. An official at the police station said that they had filed eight cyber fraud cases in the last around four months. In five of these cases, cyber cons claimed to be calling from Canada. “Often, the caller claims to be a friend of the target’s son, who has moved to Canada illegally. The caller tells the victim that his/her ward has been taken to a hotel by the Canadian authorities and is being deported to India. Then the caller assures that they have struck a deal with officials in Canada, for which parents need to send money immediately. The parents are pressured into sending the money quickly, which does not give them a chance to verify,” the official said. In case the target has a child who has settled in Canada legally, the story is tweaked. In such a case, the caller tells the target that his son/daughter has caused an accident, which has killed someone. Thereafter, the cyber con demands money immediately to save the target’s ward from spending a lifetime in a Canadian jail. Also, there are cases of cyber cons calling people claiming to be their acquaintances settled in Canada and facing a difficult situation from which they needed to be bailed out. In local cases, cyber cons call parents of some youth and tell them that their son took a lift from someone from whom drugs were seized, thereby getting involved in a drug case themselves. They proceed to demand money to save the youth from jail. The official said that cyber criminals, who may be from various states, use SIM cards procured on the basis of false documents. They also generally use instant bank accounts which don’t conduct immediate physical verification. They get large sums of money transferred in the accounts and withdraw it before the accounts are closed. “Since such accounts don’t require immediate physical verification, cyber fraudsters manage to withdraw money. It is a big challenge to reach the cyber cons as the account is not used by genuine people,” the official said. SSP Ludhiana, Rural, Navneet Singh Bains said that the use of unverified bank accounts and SIM cards poses a challenge to investigators. He advised people who receive such calls to verify details before transferring the money. Meanwhile, a banker said that a person can withdraw money from an instant account after opening it. He added that after opening the account online, the account holder normally get physical verification done at the nearest bank branch. A police official suggested that authorities concerned devise a system which made it impossible to withdraw money from instant bank accounts at least for a few days after opening or till physical verification of the account holder Stay updated with the latest news on Times of India . A group of Opposition leaders on Monday said Lok Sabha speaker Om Birla may extend the tenure of the Joint Committee of Parliament on the Waqf (Amendments) Bill even as the Bharatiya Janata Party, buoyed by its recent victory in Maharashtra, is keen to pass the controversial bill in the ongoing winter session of Parliament. Senior officials told HT that just four days are left for the joint committee to submit its report and it will need at least a week to wrap up the final rounds of meeting and adopt the report. The panel, led by BJP’s Jagdambika Pal, was tasked to submit the report by November 29, the last day of the first week of the session. Eleven non-National Democratic Alliance (NDA) members of the joint committee met Birla on Monday to argue that various state governments and stakeholders were yet to depose before the panel. The letter reminded that the proposed changes in Waqf law “will affect large section of India’s population. Therefore, a mere three months’ time before the report is finalised is not only inadequate but may result in improper recommendations.” All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Asaduddin Owaisi said, “All 11 non-BJP MPs went to meet the Speaker and he listened to us very patiently. He said that our demands will be considered. We hope that he will extend the tenure as we couldn’t go to Bengal, Bihar. We couldn’t monitor the properties of Shia Waqf in Uttar Pradesh. We have invited Delhi’s ministers too. They are stakeholders too. There are several states where committee should visit.” Trinamool Congress member Nadimul Haq said, “The Speaker assured that the time of JPC will be extended.” Pal, meanwhile, announced that the draft report was ready and may call the next meeting on November 28, a day before the current deadline. The ministry of electronics and information technology (MEITy) officials are expected to appear in the next meeting. A senior leader of the ruling dispensation, however, added that the “The government is ready and the bill has been listed in the session... the JPC too has been working and should the Speaker’s office indicate so, it will be in a position to submit its report, after taking on board all the responses and dissent note.” This person declined to comment on whether the government will be agreeable to the demand to extend the JPC’s term. A second BJP leader said the government’s intent to bring the bill and push for its passage was clear from Prime Minister Narendra Modi’s speech on Saturday while addressing party workers in the Capital. “The PM’s speech has made it clear that the days of the Waqf board are numbered...he was emphatic that the country will follow the Constitution framed by Babasahab Ambedkar and that Constitution did not have any provision for Waqf,” the second leader said. On Saturday, the PM accused the Congress of “backstabbing” the Constitution framers by “sowing the seeds of appeasement” and referred to the Waqf Board as an example of that. “...The Congress made laws for appeasement, ignoring even the orders of the Supreme Court. One stark example of this is the Waqf board. In 2014, these people while demitting office handed over several properties to the Waqf board. There is no mention of Waqf in the Constitution framed by Ambedkar, yet the Congress for the sake of appeasement created such entities and it was done so that the votebank of the Congress family can increase,” Modi had said, hours after the BJP achieved a landslide victory in Maharashtra. The tussle between the Opposition and BJP lawmakers over the panel’s extension has been going on for some time now. The Opposition members have lodged protests during the meeting, met Birla last month and wrote letters to seek more time while Pal held 28 meetings since August 22 at a feverish pace. The controversial bill was introduced in the Lok Sabha in August. The draft bill proposed sweeping changes in the regulation and governance of India’s waqf boards, which manage Islamic charitable endowments. The government argued that the bill will modernise an archaic and complex system in line with recommendations of the 2006 Rajinder Sachar Committee. But the Opposition demanded greater scrutiny for the bill, alleging that it would hurt Muslim communities.( MENAFN - IANS) Patna, Nov 28 (IANS) The fourth day of the winter session of the Bihar Legislative Assembly on Thursday is likely to be intense and action-packed, with a focus on questions and discussions that are likely to stir significant debate. Members of both the ruling party and opposition will actively question ministers across key departments including the agriculture, revenue and land reforms department, animal husbandry and fisheries resources, PHED, food and consumer protection urban development and housing and corporate department. Even ruling party MLAs are expected to press ministers on various issues, reflecting internal scrutiny within the government. Members will highlight critical issues and bring them to the government's attention during the zero hour. Two questions are listed for Thursday, where the government will provide detailed responses. The second supplementary budget, presented on November 25 by Deputy Chief Minister and Finance Minister Samrat Chaudhary, will be debated on Thursday. The second supplementary budget has Rs 32,506.90 crore including Rs 1,114.94 crore for social security pensions, Rs 1,071.50 crore for student incentives under 7 Nischay, Rs 1,063.23 crore for roads and bridge construction, Rs 500 crore for the Student Credit Card Scheme and Rs 225 crore for the Mahila Samvad Programme. The opposition's response to the budget, particularly the provisions for social welfare and infrastructure, will be critical to watch. The five-day winter session of the Bihar Legislature continues to be a platform for intense political confrontation, with the opposition vigorously targeting the Nitish Kumar-led government. Key issues being highlighted by the opposition include the Waqf Board Amendment Bill, concerns over smart meters, and demands for 65 per cent reservation. The tension inside and outside the Assembly underscores the highly charged atmosphere. The opposition, led by Tejashwi Yadav, is actively cornering the government inside the House. The opposition leaders are indulging in continuous uproar during proceedings, leading to adjournments. Despite these disruptions, Question Hour has managed to proceed without interruption, a rarity in the Assembly's history. Chief Minister Nitish Kumar is maintaining his presence in the House during Question Hour, signalling his focus on defending the government's stance. Ministers and the government are engaging with questions, reflecting an attempt to sustain legislative functioning amid opposition criticism. O’Shea stands by decision to keep playing Collaros after QB was hurt in Grey CupEL SEGUNDO, Calif. (AP) — Los Angeles Chargers running back J.K Dobbins is unlikely to play against the Atlanta Falcons this week because of a knee injury. Dobbins was hurt in the first half of the Chargers’ 30-23 loss to the Baltimore Ravens on Monday night. He had six carries for 40 yards and three catches for 19 yards before leaving the game. Chargers coach Jim Harbaugh declined to get into specifics of the injury Wednesday, other than confirming Dobbins is “working through something with his knee,” he said. Dobbins had been putting together a strong first season for the Chargers (7-4) after his past three years in Baltimore had been injury-riddled. He has 766 yards rushing and eight touchdowns through 11 games for Los Angeles, which had positioned Dobbins as a strong candidate for AP Comeback Player of the Year. Dobbins tore his Achilles tendon in the 2023 season opener for Baltimore. He also tore his ACL in 2021, and the effects of that injury lingered into the following season. Dobbins played in just 24 of a possible 67 regular-season games for the Ravens, who drafted him in the second round in 2020. “We feel horrible for him,” quarterback Justin Herbert said. “He’s such a tough, tough teammate, and the way he’s fought through so many injuries, we have no doubt he’s going to be back better than ever. And so it’s up to us. It’s our responsibility to hold it down while he’s gone.” The absence of Dobbins leaves Gus Edwards, Hassan Haskins and rookie Kimani Vidal as the Chargers’ current options at running back. Edwards missed four games because of a high ankle sprain and has 206 yards and one touchdown in seven appearances. Haskins has mostly been a special teams contributor, while Vidal has been inactive for seven games, including each of the past three. AP NFL: https://apnews.com/hub/NFL
A hybrid-car comeback is in the making — and it could be great news for your walletHouse Ethics Committee accuses Gaetz of 'regularly' paying for sex, including with 17-year-old girl WASHINGTON (AP) — The House Ethics Committee has accused Matt Gaetz of “regularly” paying for sex, including with a 17-year-old girl, and purchasing and using illicit drugs as a member of Congress. The 37-page report was released Monday by the bipartisan panel after a nearly four-year investigation that helped sink his nomination for attorney general. The report includes explicit details of sex-filled parties and vacations that Gaetz took part in while representing Florida in the House. Congressional investigators concluded that he violated multiple state laws related to sexual misconduct while in office. Gaetz has denied all wrongdoing and he filed a lawsuit Monday trying to block the report’s release. Biden gives life in prison to 37 of 40 federal death row inmates before Trump can resume executions WASHINGTON (AP) — President Joe Biden is commuting the sentences of 37 of the 40 people on federal death row. He's converting their punishments to life imprisonment just weeks before Donald Trump, an outspoken proponent of expanding capital punishment, takes office. Biden says the commutations are consistent with a pause on executions put in place by his administration in cases other than terrorism and hate-motivated mass murder. Biden said he couldn't allow a new administration to resume executions. Trump will be sworn into office on Jan. 20. The president-elect has talked subjecting drug dealers and human smugglers to the death penalty. Relief, defiance, anger: Families and advocates react to Biden's death row commutations COLUMBIA, South Carolina (AP) — Victims’ families and others affected by crimes that resulted in federal death row convictions are sharing a range of emotions, from relief to anger, after President Joe Biden commuted dozens of the sentences. Biden announced Monday he would convert the sentences of 37 federal death row inmates to life imprisonment without the possibility of parole. The inmates include people who were convicted in slayings of police, military officers and federal prisoners and guards. Others were involved in deadly robberies and drug deals. Three inmates will remain on federal death row. Opponents of the death penalty lauded Biden for a decision they’d long sought. Supporters of Donald Trump, a vocal advocate of expanding capital punishment, criticized the move as an assault to common decency. Luigi Mangione pleads not guilty to murder and weapons charges in UnitedHealthcare CEO's death NEW YORK (AP) — The man accused of fatally shooting the CEO of UnitedHealthcare has pleaded not guilty to murder and terror charges in a state case that will run parallel to his federal prosecution. The Manhattan district attorney formally charged Luigi Mangione last week with multiple counts of murder, including murder as an act of terrorism. Mangione's attorney complained during a brief hearing Monday that statements coming from New York’s mayor would make it tough for him to receive a fair trial. Mangione was shackled and seated in a Manhattan court when he leaned over to a microphone to enter his not guilty plea. Middle East latest: Israeli airstrikes on Gaza kill at least 20 people, Palestinian medics say Palestinian medics say Israeli airstrikes on the Gaza Strip have killed at least 20 people. One of the strikes overnight and into Monday hit a tent camp in the Muwasi area, an Israel-declared humanitarian zone, killing eight people, including two children. The Israeli military says it only strikes militants, accusing them of hiding among civilians. It said late Sunday that it had targeted a Hamas militant in the humanitarian zone. The war began when Hamas-led militants attacked southern Israel on Oct. 7, 2023, killing some 1,200 people, mostly civilians, and taking around 250 hostage. Israel’s air and ground offensive has killed over 45,200 Palestinians, according to Gaza’s Health Ministry. Trump again calls to buy Greenland after eyeing Canada and the Panama Canal WEST PALM BEACH, Fla. (AP) — First it was Canada, then the Panama Canal. Now, Donald Trump again wants Greenland. The president-elect is renewing calls he made during his first term for the U.S. to buy Greenland, the ice-covered semi-autonomous Danish territory. That's added to the list of allied countries he’s picking fights with, even before taking office on Jan. 20. Greenland insists it's not for sale and Trump's initial calls to purchase it in 2019 came to nothing. But his latest suggestion comes after the president-elect suggested the U.S. could retake control of the Panama Canal and that Canadians wanted their county to become the 51st U.S. state. Nissan and Honda to attempt a merger that would create the world's No. 3 automaker TOKYO (AP) — Japanese automakers Nissan and Honda have announced plans to work toward a merger that would catapult them to a top position in an industry in the midst of tectonic shifts as it transitions away from its reliance on fossil fuels. The two companies said they signed an agreement on integrating their businesses on Monday. Smaller Nissan alliance member Mitsubishi Motors agreed to join the talks. News of a possible merger surfaced earlier this month. Japanese automakers face a strong challenge from their Chinese rivals and Tesla as they make inroads into markets at home and abroad. Magdeburg mourns Christmas market attack victims as fears swirl of deeper German social divisions MAGDEBURG, Germany (AP) — Mourners are laying flowers near the scene of the deadly Christmas market attack as investigators puzzle over the motive of the suspect and his previous encounters with authorities are scrutinized. At the same time there are fears that the rampage could deepen divisions in German society. A church a short walk from the scene of the attack has become a central place of mourning since the suspect drove a car into the busy market on Friday evening and killed five people. Authorities have identified the suspect as a Saudi doctor who arrived in Germany in 2006 and had received permanent residency. They say he doesn't fit the usual profile of perpetrators of extremist attacks. How faith communities can be welcoming of believers with disabilities this holiday season and beyond This holiday season, some religious congregations across the U.S. are holding events designed to be accommodating to and inclusive of people with intellectual and developmental disabilities. They range from a “Calm Christmas” in West Virginia to an inclusive Hanukkah in New Jersey. Many disabled people, advocates and families want more houses of worship to know that there are ways to fully incorporate and welcome people with these and other disabilities and their families — and not just during the holidays but year round. Dusty May, No. 14 Michigan try to continue strong start vs. ArkansasImposing pet passports for dogs, cats and ferrets to travel from one part of the UK to another has been branded an “outrage” at Westminster. The condemnation came as the House of Lords debated regulations paving the way for a scheme which would require animal lovers on the British mainland to have documentation in order to visit Northern Ireland. Critics view the move as further evidence of Northern Ireland still having to follow EU rules post-Brexit and being treated differently from the rest of the UK – a major source of contention to the unionist community. The paperwork, which will be free to apply for, includes a declaration that the owner will not travel onwards to Ireland or another EU country with their pet or assistance dog. Animals will have to be microchipped and have their own individual pet travel document, which will be valid for its lifetime. Northern Ireland residents returning after a stay in Great Britain with their pet or assistance dog will not need a travel document. The scheme is being introduced under the Windsor Framework, a revised deal for Northern Ireland’s post-Brexit trading arrangements aimed at tackling issues caused by the protocol. Raising her concerns in Parliament, Baroness Hoey, a Northern Irish Brexit supporter and former Labour MP, said: “These regulations are in effect about a new aspect of the Irish Sea border that has not had expression until this point because of the grace periods.” She added: “The experience of visiting Northern Ireland with your pet dog or cat, or even a ferret, will be made to feel like a visit to a foreign country. Lady Hoey went on: “This could spell the end of holiday trips for pet owners from GB to NI and then on to the Republic, when they want to explore both Northern Ireland and the Republic. “If they have a pet passport, they will have renounced their right to go to the Republic. That makes the border more of an obstruction than having border control posts on it, because at least in that eventuality, you could still cross over it.” Rejecting claims it was a result of the UK leaving the EU, she said: “The reality is that this is happening precisely because Northern Ireland has not got Brexit. “As we say repeatedly, it is still subject to EU rules and the EU could change the rules overnight.” Former DUP deputy leader Lord Dodds of Duncairn said: “Every one of the statutory instruments that come forward under the Windsor Framework must be properly debated, because these laws are being brought forward to implement what a foreign jurisdiction has decided should be the law of the United Kingdom. “In the 21st century, we should not accept colonial rule. We abolished it elsewhere. We believe it should not be tolerated for one second. People should have the democratic right to decide their laws for themselves, in their interests.” He added: “The ridiculous part about this debate is that we are having to debate European laws regulating the movement of pet animals owned by British citizens between one part of the United Kingdom and another. That is an outrage.” Lord Dodds went on: “As I said, there will be hundreds, thousands more of these regulations, in all areas, affecting the daily lives of people in Northern Ireland. They all add up to a grievous assault on Northern Ireland’s constitutional position.” But former leader of the Social Democratic and Labour Party (SDLP) Baroness Ritchie of Downpatrick said: “I support the Windsor Framework because it is a necessary legal device to deal with the complexities that were presented to us in Ireland, north and south, on the issue of Brexit. “We need a pragmatic solution rather than choosing to have political contests and duels simply for the sake of them.” Introducing the regulations, environment minister Baroness Hayman of Ulloch said: “This scheme will simplify the requirements associated with moving pet dogs, cats and ferrets from Great Britain to Northern Ireland significantly. “It replaces single-use animal health certificates with a free-of-charge lifelong travel document and removes the need for costly pet health treatments. “Pet owners who travel frequently with their pets, or those who rely on the services of an assistance dog to travel independently, will benefit substantially from this change in approach.” However, she acknowledged the concerns raised by peers and promised to continue engagement with them.

Sean 'Diddy' Combs denied bail by third judge as he awaits sex trafficking trialCHICAGO (AP) — As Donald Trump’s Cabinet begins to take shape, those on both sides of the abortion debate are watching closely for clues about how his picks might affect reproductive rights policy in the president-elect’s second term . Trump’s cabinet picks offer a preview of how his administration could handle abortion after he repeatedly flip-flopped on the issue on the campaign trail. He attempted to distance himself from anti-abortion allies by deferring to states on abortion policy, even while boasting about nominating three Supreme Court justices who helped strike down the constitutional protections for abortion that had stood for half a century. In an NBC News interview that aired Sunday, Trump said he doesn't plan to restrict medication abortion but also seemed to leave the door open, saying “things change.” “Things do change, but I don't think it's going to change at all,” he said. The early lineup of his new administration , including nominations to lead health agencies, the Justice Department and event the Department of Veterans Affairs, has garnered mixed — but generally positive — reactions from anti-abortion groups. Abortion law experts said Trump's decision to include fewer candidates with deep ties to the anti-abortion movement could indicate that abortion will not be a priority for Trump's administration. “It almost seems to suggest that President Trump might be focusing his administration in other directions," said Greer Donley, an associate law professor at the University of Pittsburgh School of Law. Karen Stone, vice president of public policy at Planned Parenthood Action Fund , said while many of the nominees have “extensive records against reproductive health care,” some do not. She cautioned against making assumptions based on Trump's initial cabinet selections. Still, many abortion rights groups are wary, in part because many of the nominees hold strong anti-abortion views even if they do not have direct ties to anti-abortion activists. They're concerned that an administration filled with top-level officials who are personally opposed to abortion could take steps to restrict access to the procedure and funding. After Trump’s ambiguity about abortion during his campaign, "there’s still a lot we don’t know about what policy is going to look like," said Mary Ruth Ziegler, a law professor at the University of California, Davis School of Law. That approach may be revealed as the staffs within key departments are announced. Trump announced he would nominate anti-vaccine activist Robert F. Kennedy Jr. to lead the Health and Human Services Department, which anti-abortion forces have long targeted as central to curtailing abortion rights nationwide. Yet Kennedy shifted on the issue during his own presidential campaign. In campaign videos, Kennedy said he supports abortion access until viability , which doctors say is sometime after 21 weeks, although there is no defined timeframe. But he also said “every abortion is a tragedy” and argued for a national ban after 15 weeks of pregnancy, a stance he quickly walked back. The head of Health and Human Services oversees Title X funding for a host of family planning services and has sweeping authority over agencies that directly affect abortion access, including the Food and Drug Administration and Centers for Medicare and Medicaid Services. The role is especially vital amid legal battles over a federal law known as EMTALA, which President Joe Biden’s administration has argued requires emergency abortion access nationwide, and FDA approval of the abortion pill mifepristone. Mini Timmaraju, president of the national abortion rights organization Reproductive Freedom for All, called Kennedy an “unfit, unqualified extremist who cannot be trusted to protect the health, safety and reproductive freedom of American families.” His potential nomination also has caused waves in the anti-abortion movement. Former Vice President Mike Pence , a staunch abortion opponent, urged the Senate to reject Kennedy’s nomination. Marjorie Dannenfelser, president of the national anti-abortion group Susan B. Anthony Pro-Life America, said the group had its own concerns about Kennedy. “There’s no question that we need a pro-life HHS secretary," she said. Fox News correspondent Marty Makary is Trump’s pick to lead the FDA, which plays a critical role in access to medication abortion and contraception. Abortion rights groups have accused him of sharing misinformation about abortion on air. Russell Vought , a staunch anti-abortion conservative, has been nominated for director of the Office of Management and Budget. Vought was a key architect of Project 2025 , a right-wing blueprint for running the federal government. Among other actions to limit reproductive rights, it calls for eliminating access to medication abortion nationwide, cutting Medicaid funding for abortion and restricting access to contraceptive care, especially long-acting reversible contraceptives such as IUD’s. Despite distancing himself from the conservative manifesto on the campaign trail, Trump is stocking his administration with people who played central roles in developing Project 2025. Trump acknowledged that drafters of the report would be part of his incoming administration during the Sunday interview with NBC News, saying “Many of those things I happen to agree with.” “These cabinet appointments all confirm that Project 2025 was in fact the blueprint all along, and the alarm we saw about it was warranted,” said Amy Williams Navarro, director of government relations for Reproductive Freedom for All. Dr. Mehmet Oz , Trump’s choice to lead the Centers for Medicare and Medicaid Services, is a former television talk show host who has been accused of hawking dubious medical treatments and products. He voiced contradictory abortion views during his failed Senate run in 2022. Oz has described himself as “strongly pro-life, praised the Supreme Court decision overturning Roe v. Wade , claimed “life starts at conception” and referred to abortion as “murder.” But he also has echoed Trump’s states-rights approach, arguing the federal government should not be involved in abortion decisions. “I want women, doctors, local political leaders, letting the democracy that’s always allowed our nation to thrive to put the best ideas forward so states can decide for themselves,” he said during a Senate debate two years ago. An array of reproductive rights groups opposed his Senate run. As CMS administrator, Oz would be in a key position to determine Medicaid coverage for family planning services and investigate potential EMTALA violations. As Florida’s attorney general, Pam Bondi defended abortion restrictions, including a 24-hour waiting period. Now she’s Trump’s choice for attorney general . Her nomination is being celebrated by abortion opponents but denounced by abortion rights groups concerned she may revive the Comstock Act , an anti-vice law passed by Congress in 1873 that, among other things, bans mailing of medication or instruments used in abortion. An anti-abortion and anti-vaccine former Florida congressman, David Weldon, has been chosen to lead the Centers for Disease Control and Prevention, which collects and monitors abortion data across the country. Former Republican congressman Doug Collins is Trump’s choice to lead the Department of Veterans Affairs amid a political battle over abortion access and funding for troops and veterans. Collins voted consistently to restrict funding and access to abortion and celebrated the overturning of Roe v. Wade. “This is a team that the pro-life movement can work with," said Kristin Hawkins, president of the national anti-abortion organization Students for Life. To supplement our condensed consolidated financial statements, which are prepared and presented in accordance with GAAP, we use certain non-GAAP financial measures, as described below, to understand and evaluate our core operating performance. These non-GAAP financial measures, which may be different than similarly titled measures used by other companies, are presented to enhance investors’ overall understanding of our financial performance and should not be considered a substitute for, or superior to, the financial information prepared and presented in accordance with GAAP. Investors are encouraged to review the reconciliation of these non-GAAP measures to their most directly comparable GAAP financial measures. A reconciliation of the non-GAAP financial measures to such GAAP measures can be found in the accompanying financial statements included with this press release. We believe that these non-GAAP financial measures provide useful information about our financial performance, enhance the overall understanding of our past performance and future prospects, and allow for greater transparency with respect to important metrics used by our management for financial and operational decision-making. We are presenting these non-GAAP financial metrics to assist investors in seeing our financial performance through the eyes of management, and because we believe that these measures provide an additional tool for investors to use in comparing our core financial performance over multiple periods with other companies in our industry. We define non-GAAP operating income as GAAP operating loss excluding share-based compensation expense, amortization of acquisition-related intangible assets, one-time costs associated with mergers and acquisitions, lease restructuring costs, and litigation expenses and settlements related to matters that are outside the ordinary course of our business, as applicable. We define non-GAAP net income as GAAP net income (loss) excluding non-recurring income tax adjustments associated with mergers and acquisitions and the same exclusions that are used to derive non-GAAP operating income. We define basic non-GAAP net income per share as non-GAAP net income divided by weighted-average shares outstanding ("WASO"). We define diluted non-GAAP net income per share as non-GAAP net income divided by diluted WASO. Diluted WASO includes the impact of potentially dilutive securities, which include stock options, restricted share units, performance share units, and shares subject to our 2018 employee stock purchase plan. There are a number of limitations related to the use of these non-GAAP measures as compared to GAAP operating loss and net income (loss), including that the non-GAAP measures exclude share-based compensation expense, which has been, and will continue to be for the foreseeable future, a significant recurring expense in our business and an important part of our compensation strategy. We use the non-GAAP financial measure of free cash flow, which is defined as GAAP net cash flows from operating activities, reduced by cash used for purchases of property and equipment (inclusive of spend on internal-use software) and principal payments on finance lease obligations. We believe free cash flow is an important liquidity measure of the cash that is available, after capital expenditures and operational expenses, for investment in our business, share repurchases, and potential acquisitions. Free cash flow is useful to investors as a liquidity measure because it measures our ability to generate excess cash beyond what is required for our operations. Once our business needs and obligations are met, cash can be used to maintain a strong balance sheet and invest in future growth. There are a number of limitations related to the use of free cash flow as compared to net cash from operating activities, including that free cash flow includes capital expenditures, the benefits of which are realized in periods subsequent to those when expenditures are made. We define annualized recurring revenue, or ARR, as the annualized recurring value of all active subscription contracts at the end of a reporting period. We exclude the value of non-recurring revenue streams, such as our professional services revenue, that are recognized at a point in time. We use ARR as one of our operating measures to assess the strength of the Company’s subscription services. ARR is a performance metric and should be viewed independently of revenue and deferred revenue, and is not intended to be a substitute for, or combined with, any of these items. Both multi-year contracts and contracts with terms less than one year are annualized by dividing the total committed contract value by the number of months in the subscription term and then multiplying by 12. Annualizing contracts with terms less than one year results in amounts being included in our ARR calculation that are in excess of the total contract value for those contracts at the end of the reporting period. The value of subscription contracts that are sold through third-party resellers, wherein we do not have visibility into the pricing provided, is based on the list price. We use average ARR per domain-based customer to measure customer commitment to our platform and sales force productivity. We define average ARR per domain-based customer as total outstanding ARR for domain-based subscriptions as of the end of the reporting period divided by the number of domain-based customers as of the same date. We define domain-based customers as organizations with a unique email domain name. We calculate dollar-based net retention rate as of a period end by starting with the ARR from the cohort of all customers as of the 12 months prior to such period end (“Prior Period ARR”). We then calculate the ARR from these same customers as of the current period end (“Current Period ARR”). Current Period ARR includes any upsells and is net of contraction or attrition over the trailing 12 months, but excludes subscription revenue from new customers in the current period. We then divide the total Current Period ARR by the total Prior Period ARR to arrive at the dollar-based net retention rate. Any ARR obtained through merger and acquisition transactions does not affect the dollar-based net retention rate until one year from the date on which the transaction closed. The dollar-based net retention rate is used by us to evaluate the long-term value of our customer relationships and is driven by our ability to retain and expand the subscription revenue generated from our existing customers.
